First done by the famous Bob Hoover in his Shrike Aero Commander.

At ~:16, are the engines off, or is it just a trick of the film speed?

I think its because the camera's frame rate matches that of the speed of the propellors or somthing like that

Its called Snychro match, the shutter cycle and the prop cycle are equal. EDIT: but wow, they really are shut off

Bob Hoover is awesome...
He was later assigned to the
Spitfire
-equipped
52nd Fighter Group
in Sicily. In 1944, on his 59th mission, his malfunctioning Mark V Spitfire was shot down by a
Focke-Wulf Fw 190
off the coast of Southern France and he was taken prisoner. He spent 16 months at the German
prison camp
Stalag
Luft 1 in
Barth
,
Germany
.
Hoover managed to escape from the prison camp, stole an Fw 190 , and flew to safety in the Netherlands . - wiki

He had to hold a nazi soldier at gunpoint in order to get the FW 190 started.

Yup - that's the one. I was looking for this video when the pic above surfaced a few days ago.
I've had the distinct honor of seeing Bob Hoover perform in person a few times. Actually met him in Oshkosh, either '89, '90, or '91. His routine basically consisted of flying an aerobatic routine in a non-aerobatic aircraft, climbing back up and doing it again single-engine, then climbing back up and doing it dead-stick, landing, and keeping just enough energy to pull up to center-show. Energy Management for the win.
It's a crying shame that the FAA has denied his medical. Talk about a guy who could fly the wheels, doors, and wings off anything - and still continue to fly it.
